Data for the light-water reactor are shown for reference purposes by the dashed line. 3 mill/kW-hr lower than that of the lightwater reactor plant in the low ore cost ranges. This is consistent with the generally recognized fact that the plant costs of the earlier gas-cooled reactors tend to be higher than those of water reactors, but the fuel cycle costs are lower. Although the fuel cycle cost for the AGR is not significantly lower than that of the magnox reactors, at least for low ore costs, the plant cost of the AGR is considerably lower, so that the power cost is lower.
B. MELESE (1) high-temperature performance, (2) good neutron economy, (3) high burnup capability, and (4) good integrity. The importance of high-temperature operation has already been discussed. Good neutron economy is important both to maximize the conversion ratio and, in the case of low enrichment reactors, to minimize the fuel enrichment. A high burnup capability allows the cost of fuel manufacturing and reprocessing to be amortized over a relatively large energy output. Good integrity of the fuel elements is important in containing or controlling fission products and minimizing operational complications of the plant.

It does appear, however, that the possibility for further significant improvement in the performance of this type of fuel element is limited, particularly improvements allowing higher-temperature operation.
